Avalon/CSF in partnership with UNICEF Mali aided the Direction Nationale de la Protection Sociale et de l’Économie Solidaire (DNPSES) and the Direction Nationale Du Développement Social (DNDS) in the design and development of an integrated data collection, management and dissemination platform, SISo, to collect and disseminate data from the lowest geographical level. Data collected is from various sectors of activity - namely Education, humanitarian, financial, social protection among others.
The SISo data collection tool is a custom adaptation of the DFA Survey app. Different survey forms have been designed as per levels of geography and reporting frequencies. Each survey form is composed of a collection of questions of various types to capture qualitative and quantitative data. The administrator then created its cohort of enumerators for data capture and reviewers for data control and once this done, areas were assigned to the various user personae. Once the survey is open, enumerators can start the data collection, send it to the server for review and approval or rejection.
There are smart features like notifications, tutorials etc that help increase the efficiency of the data enumerators. Surveys can take place at various levels of geographies, and different frequencies. The system is also equipped with a calculate engine to create and calculate percentage indicators, totals etc, to boost the analysis for evidence-based decision-making.
In the first phase of work, this platform has been rolled out in 140 communes of 2 regions of Mali - Koulikoro and Segou. There are approximately 20 enumerators associated to this project.
